New Start of Double First-class University Construction in China According to the overall plan to promote the development of world - class universities and first - class disciplines, released by the State Council, it’s a new start of our evaluation work and also have sentimental value. Now, Research Center for Chinese Science Evaluation (RCCSE), Evaluation Center for Chinese Education Quality of Wuhan University (ECCEQ), and Net of Science and Education Assessmentin China (www.nseac.com) jointly developand release Researching and Evaluation Report on World First-class Universities and Disciplines of 2016-2017. 1337 universities all over the world, which has 2 or more disciplines are collected in Essential Science Indicators (ESI) are evaluated in this report. There are 3 major significant innovations in our evaluation work: first of all, release reports of world first-class universities and world first-class disciplines based on thesimultaneous evaluation; Second, according to the objective law of China's construction of higher education and the needs of the development of the world, re-examine and adjust the evaluation scheme, including index system and weight, to be more forward-looking, targeted and guidance; Third, comparing the world class to Chinese universities and disciplines, to discoverthe advantages, enhance confidence, identify gaps, and clear the direction of development, in order to accelerate the realization of higher education power of China's contribution to the dream. According to the evaluation standard of "first-class team, first-class discipline, first-class achievements, first-class internationalization, first-class impact" to set up four level indicators, which including teachers, scientific research ability, teaching level and reputation impact; respectively establish corresponding 10 secondary indexes, as shown in table 1. Teachers Teachers represent talent pool of world first-class universities,which is an important indicator toevaluate worldfirst-class universities.Full time teachers are the backbone of the first-class universities, which is of great significance to the first-class universities. Scientific Research We use papers published in recent 11 years indexed by ESI to evaluate the contribution of the institution or subject to the world scholarly communication; The ESI papers are all peer-reviewed and regarded as high quality paperspublished in the journal which have high Journal Impact Factor. We use the following 4 indicators to evaluate scientificresearch ability:the amount of published papers,the amount of citations, the amount of international cooperation papers and the number of patents for inventions in the recent 11 years.Citation number is an important indicator of quality of papers, and the amount of citation reflectoverall situation ofresearch groups or universities.In addition, one of the characteristics of the patent are progressivenessand novelty, it is an important manifestation of scientific and technological progress, but also one of the main forms of scientific research results. Teaching Level
The number of outstanding alumni and disciplines which enter the ESI rankings to evaluate the teaching level. Outstanding alumni is also an important embodiment of the quality of teaching, from the depth to measure the teaching level; the number of disciplines which enter the ESI is from the breadth to measure teaching level. Reputation Impact Using web ranking and the amount of high cited papers to evaluate reputation impact. Web ranking reflects the academic knowledge and information network can inform the university open communication on the network, high web rankingrepresentsthe high influence of universities, and the radiation range of academic attention more widely. High cited paper is one of the main means to reflect its reputation influence, the more high cited papers on behalf of the greater influence. We have published reports including 6 categories and 39 ranking lists as follows: Ranking of World First-class Universities 2016, Ranking of World First-class Disciplines 2016,Ranking of World First-class Universities 2016(22 Disciplines),Ranking of World First-class Universities and Disciplines 2016(4 First Level Evaluation Index),Ranking of World First-class Universities and Disciplines 2016(10 Second Level Evaluation Index). Mainland China had 42 universities in the top 600 list, Peking University (25), Tsinghua University (30), Zhejiang University (44), Shanghai Jiao Tong University (65) and Fudan University (77) among the world's top 100,those universities have entered the world's top universities ranking; Nanjing University (125), Sun Yat-Sen University (128), University of Science & Technology of China (164), Sichuan University (166), Shandong University (169), University of Chinese Academy of Sciences (175), Wuhan University (191),Jilin University (199), Harbin Institute of Technology (210), Huazhong University of Science & Technology (238), Southeast University China(240), Xi'an Jiao Tong University (249), Beijing Normal University (274), Nankai University (290), Lanzhou University (293), Dalian University of Technology (297) and other 21 universities intotop 300, was named the world high-level famous universities.Table 2 are ranking of world first-class universities and Chinese universities.
